City planning staff presented Ordinance 33‑26, a package of zoning code amendments to create an ID 6 Research Transition District in the West Innovation District and to remove data centers as permitted or conditional uses.
Jenny Roush, the planner leading the presentation, said the draft code adds a 200‑foot buffer along Cosgray Road, reduces allowable building heights from 68 to 45 feet in ID 6, and requires operations to occur inside buildings (no outdoor storage). She told council the code includes design standards for noise, lighting and visual impact and an opacity/mounding approach intended to reach a 90% screen over a multi‑year maturation period: “No data centers, so those are being removed from the West Innovation District,” Roush said.
Roush and other staff described the Administrative Review Team (ART) and permitting/checklist process that will require applicants to deliver acoustical information, emissions data, wastewater/discharge details and other documentation as needed to evaluate a given use. Staff said inspections by building standards, fire, and code enforcement will be ongoing and that consultants would be used when specialized expertise is required.
Council asked staff about enforceable baseline measurements (noise, air, wastewater). Staff said the development‑plan checklist and ART review would be used to require baseline studies and to trigger development‑specific monitoring or conditions when appropriate; council members asked staff to include noise as part of development application requirements when applicable.
