Council amended the effective‑date language to make the program effective immediately and expire at the end of the 2025 irrigation season (Oct. 15, 2025).
Pool‑structure code amendment (tabled): Staff presented draft language to classify pool slides and jump platforms as "pool structures" and require a 10‑foot setback measured from the closest element rather than foundation level. Council debated privacy, exceptions for slide elements attached to an existing home or deck, screening requirements, pool‑equipment placement and whether pool permits should be explicitly required. Several councilmembers asked staff to draft clearer exception language and standards for height variances; the council voted unanimously to table the ordinance for redrafting and an eventual return with specific exception criteria.
These actions will be reflected in the city code and fee schedules; staff will prepare amended language for the pool‑structure ordinance and return it for consideration.
