City parks staff and users reported that field wear and lower irrigation during summer have combined with visiting teams and camps to place heavy demands on Alpine’s turf.
Heidi Smith, a resident and parks volunteer, told the council that some external teams and camps have used Alpine fields during the off season and that the combination of more users and reduced watering is causing visible damage. "So between the extra players and the less water, we're Smooth Canyon is really struggling," she said, asking whether city policy or staff action could temporarily limit practices and camps for about a month in July and into August to allow the turf to recover.
Council members and staff discussed contractual obligations to leagues that already pay for field time, and staff said league contracts include weather‑related restrictions and rights for the city to limit play if conditions require. Council asked staff to review those contracts and bring back a recommended approach that balances contracted rights with turf preservation and enforcement practicality. Several council members also suggested staff coordinate with league leadership before any formal restriction.
Council did not impose a unilateral restriction at the meeting but asked staff to develop options (including targeted field closures, modified schedules or enhanced enforcement) and return with recommended language and any budget implications for turf repair or replacement.
