Several public-safety and service concerns were raised: a member asked for an update from Garland Police Department and code compliance on needle disposal after the city moved drug and sharps collection behind counters; board members said needles left in public spaces require clearer collection options. Separately, members said private vehicles were accessing fire hydrants and staff explained that the water department rents metered valves that record and bill water usage; staff said they would follow up with the water department and consider a public-education session on locating hydrant keys and safe shut-off procedures.
