The Dublin Planning & Zoning Commission approved the final development plan for Monterey Village (26-028FDP), a proposed mixed-use, historic-transition neighborhood project that will add retail, office space, a parking structure and a public town square near Corbin's Mill and the Dublin Cemetery.
Tyler Poole, the applicant, said changes since the preliminary plan include a 12.5% increase in the town square, moving the parking garage away from the southern property line and the acquisition of an adjacent parcel at 48 Corbin's Mill to provide additional parking. "We've increased the size of these town square by 12 and 0.5 percent," Poole said, adding the acquisition enables design adjustments to reduce impacts on neighboring houses.
Staff described the site's zoning context, waivers requested for block size and building proportions, and recommended approval of 14 waivers and two administrative departures, subject to a set of conditions that address right-of-way dedications, stormwater, tree replacement or mitigation and pedestrian connectivity to the cemetery and adjacent properties. Staff told commissioners the applicant's parking demonstration showed 476 spaces provided against a code requirement of 473 (after allowable reductions) but warned that required landscape and engineering details could affect the final count.
Several neighbors spoke at public comment. Nicole Salva, representing Waterford Village, urged additional crosswalk treatments and a traffic-calming deterrent at the Monterey/Clover Court approach; she said the neighborhood planned to collect video to document safety problems. Mary Anne Clark (Corbin's Mill) requested the commission consider right-turn-only access if a new cut-through is allowed. Jean Bostick, speaking on cemetery planning, supported the land transfer idea and described a vision for a "memorial garden" expansion.
Commissioners pressed the applicant on garage proximity to the cemetery, the health of mature perimeter trees, façade treatment of the parking structure facing the cemetery and pedestrian connections to Corbin's Mill. The applicant committed to further coordination with staff and arborists on root protection, to consider alternative paving or landscape treatments, and to develop a striped pedestrian link through the adjacent parcel if feasible.
After deliberation the commission approved the parking plan, administrative departures and waivers and accepted the final development plan with 14 conditions that require continued coordination on platting, stormwater, tree mitigation and clear pedestrian connectivity into the cemetery and neighboring properties before permitting.
