Council delays Municap PID management contract after questions on dates and exhibits

Council members questioned a contract from Municap Incorporated to provide management and administrative services for public improvement districts, and staff and the vendor agreed to clean up dates and exhibit pagination before the next meeting.
Jennifer Sloan of Municap told council the written price in the packet was "About 292,000 for 5 years." Finance staff and the vendor discussed the annual Service and Assessment Plan (SAP) update requirement and how assessments — not general-tax revenue — pay for PID administration. Finance (Miss Clark) said SAP presentations should be presented annually to council and acknowledged the city had not always done so in previous years.
Several council members said they needed complete, legible exhibits and correct effective dates before approving the contract. Staff said the date in the draft was based on an earlier meeting and can be amended; Municap and staff offered to reformat pagination and clarify the scope so the contract can return for action at the next council meeting in time for county billing deadlines.
