DeSoto staff: $23 million Westmoreland roadway project is under construction and funded

Director of Development Services Ahmed Alkasy described the Westmoreland project as a major multi‑utility and roadway reconstruction listed in the CIP as a $23,000,000 undertaking. "It's a $23,000,000 project. I wanna assure the residents that we have the available available funding," Alkasy said, noting the scope includes widening to four lanes, replacing a 36-inch transmission water line, storm and sewer upgrades, retaining walls, a trail, sidewalks and two traffic signals.
Alkasy told the council the project had been under construction for several months and was ahead of schedule in the presentation; staff said construction for the listed projects began in May 2026 with anticipated completion in 2028. Council members asked about funding gaps on other projects and were told that some gaps would be addressed in the upcoming bond process and continued intergovernmental funding efforts.
