Resident urges board to account for ADUs, warns growth could accelerate Phase 2

At the public-comment portion of the meeting, Brock Peterson identified himself and raised concerns that accessory dwelling units (ADUs) may not be fully captured in the ERU counts used in the consultants model.
"In this model, our ADU is taken into consideration," Peterson said while saying ADUs generally use less capacity than a full household, but added that additional density could still consume more system capacity and push Phase 2 to happen sooner. Board staff replied that the model uses building-permit and connection counts and includes conservative buffers, and a board member said the consultants will review assumptions when folding operational data into the combined rate model.
Peterson also asked about recent growth trends and who ultimately pays for growth-driven projects. Board members reiterated that rates are intended to reflect both capital and operating needs and that the board will pursue clearer analyses so staff and board members can answer customer questions.
