Commission discusses neuro‑inclusive planning; community groups and Hutto ISD offer support

Commissioner Kennard introduced a proposed neuro‑inclusive planning white paper and asked the Planning and Zoning Commission to consider how the city can better accommodate residents of varied abilities. Kennard described the white paper as a comprehensive document and urged the commission to incorporate neuro‑inclusive design into future planning, development standards, and public facilities.

Speakers from the DEIB commission, nonprofits, Hutto ISD and local businesses urged a collaborative approach. Adene, a DEIB commissioner, suggested treating neurodivergent impacts like environmental impacts by using a sensory impact assessment for projects; Grace McIntosh, assistant director of special education at Hutto ISD, said the district would partner with the city and emphasized programs that prepare adults with disabilities for community employment. Local business owner Jose Dela Cruz described prior work integrating individuals with disabilities into his business and urged city support to make accommodations easier. Commissioners agreed to pursue a work session and to invite DEIB, parks, public safety and community nonprofits to refine achievable action items.

Commissioners emphasized practical steps—sidewalk accessibility, wayfinding, sensory‑aware design, training for first responders—and suggested a staged approach that could include voluntary certification or incentives for businesses.
