Hutto council approves amendment letting youth baseball league perform specified field maintenance

The City of Hutto on June 4 voted to amend its 10/02/2025 facilities agreement with the Hutto Youth Baseball Softball Association (HYBSA), allowing the league to perform specified maintenance tasks and adding several facility and safety requirements.
In a presentation and subsequent discussion, Parks staff member Scott summarized the proposal and emphasized the council's three "non-negotiables": player safety, asset protection and adherence to the contract. "I am not going to bend on player safety and so that's number 1," Scott said, urging objective playability criteria and coordination between staff and league volunteers. The amendment approved by the council tasks HYBSA with regular porter service, weekly raking, infill dragging and chalking at designated fields, while preserving staff authority over higher-risk or specialized tasks.
Council members and league representatives negotiated operational details in the work session. The motion requires the league to provide consumables for concession/restroom operations and to work with staff on a monthly walkthrough to document field conditions. One council member framed the tradeoff directly: if HYBSA "are willing to take on more responsibility then the monetary amount you would owe to the city should be adjusted down," a point HYBSA representatives supported.
The amendment also includes several facility upgrades: the council directed staff to coordinate with the health department to install a compliant hot-water heater in the concession area before the next game; it directed adding changing tables to restrooms that serve the fields; and it authorized locating a storage shed for league supplies. The clerk who introduced the motion said the council would revisit the arrangement in September if necessary.
The council recorded unanimous support during the roll call vote following the motion. Recorded 'aye' responses were entered and the clerk announced the motion carried. Council members directed staff to draft the formal contract amendment and to ensure the health-department requirements for concession operations are met before HYBSA-hosted games proceed.
