Planning commission denies Lydell Walker Phase 5 final plat over drainage and floodplain concerns

The Hutto Planning and Zoning Commission on June 2 denied the Lydell Walker Phase 5 final plat by a unanimous 7–0 vote after staff flagged multiple engineering deficiencies.
Forrest Williams, the city’s planning manager, told the commission the submittal is for about 36.574 acres and approximately 172 single‑family lots and two open‑space lots located north of County Road 132 and west of County Road 133. Williams said engineering review identified a series of noncompliant items, including “the drainage report being outdated, and it doesn't meet the current city's adopted stormwater management standards,” and that the submittal “doesn't comply with the use of the Atlas 14 rainfall data.” He also said no detention was proposed despite increases in impervious cover and that a HEC‑RAS model demonstrating no rise in base flood elevation had not been provided.
Commissioners pressed the developer’s representative and staff on the lack of detention and on whether prior phases had been built under older standards. Commissioner Kennard told staff he was reluctant to allow development that would intrude on mapped floodplain areas. Vice Chair Wirtz moved to deny the final plat “due to the drainage, the flood plains,” and also asked staff to confirm parkland dedication and require an updated traffic impact analysis if necessary; the chair seconded. The motion passed 7–0.
The commission’s denial is procedural: staff indicated the plat can be resubmitted once the engineering and plat corrections are resolved. Williams said staff will require the resubmittal address Atlas‑14 rainfall criteria, provide required floodplain modeling (HEC‑RAS), and include a no‑adverse‑impact justification if disturbance in the 100‑year floodplain remains. The developer must correct minor plat document items before the city can record a final plat.
