Consultants from ZoneCo told the Huber Heights Planning Commission they have begun a comprehensive rewrite of the city's zoning code to implement the recently adopted comprehensive plan and to modernize and streamline the code.
Sean Suter, founder and CEO of ZoneCo, said outdated, piecemeal amendments left the code unclear and that a full recodification is the best way to align the zoning ordinance with the comp plan’s goals for reinvestment, walkability and mixed‑use development. "When you have a new comprehensive plan, the implementation of that comprehensive plan is the zoning code," Suter said. He described the work as a comprehensive rewrite, not a series of piecemeal fixes.
Theresa Bamburger, a ZoneCo colleague, reviewed a draft diagnostic that will be used to calibrate code changes to the comp plan. She listed key objectives including increasing densities that support pedestrian and transit use, consolidating the city's roughly 29 current zoning districts where appropriate, encouraging a mix of housing types (including accessory dwelling units and 'missing middle' housing), and reducing reliance on variances and planned‑unit developments by making standards clearer and more objective. Consultants told commissioners they expect the bulk of drafting to be complete by the end of the year and that adoption steps will begin in early 2027, and they outlined plans for stakeholder focus groups, online tools and targeted workshops to solicit community input.
