The Huber Heights Planning Commission voted to recommend removal of a green‑space restriction on Lot 199 in The Oaks subdivision and to forward the major‑change request (MJC 2610) to City Council for final action.
Planning staff described Lot 199 as a 0.333‑acre parcel owned by the homeowners association that was intended in earlier plans to be a small park or church site but remained unimproved for decades. Staff said the lot sits roughly 300 feet from Cottonwood Park, called attention to nearly $600,000 in planned city investments at Cottonwood Park this year, and recommended lifting the restriction because the HOA has no plans to develop the parcel.
Applicant Greg Hoskins, who lives adjacent to Lot 199, told the commission he has been mowing the parcel and said the HOA has paid more than $4,000 for mowing and maintenance. "I offered to pay for this lot," Hoskins said; he asked to be allowed to place a garage‑sized shed to store a vehicle and equipment and pledged to maintain the parcel to HOA standards. The commission voted 4–0 to recommend removal of the restriction; staff said the council will likely consider an ordinance recorded against the lot to remove the restriction.
