Council reviews parks and playground upgrades, including $200,000 tennis court resurfacing request

Parks Director Sarah walked council through multiple park capital items slated for the near term: resurfacing of the Thomas Cloud tennis courts, a park paving solicitation that would bundle several sites and a community playground replacement funded in part by Community Development Block Grant money.
On the tennis courts, staff requested authorization to solicit bids and indicated an ask of $200,000 to address most sections. "There are 4 sections... I am optimistic that we'll be able to get at least 3 of the 4 sections up there complete," Sarah said. Staff also said roughly $5,000 in US Tennis grant funding is available to supplement the project and asked council to allow a bid without a hard cap so the city can evaluate full replacement pricing and return with a recommendation.
For playgrounds, Sarah said the replacement would improve accessibility at Community Park; staff reported 53 community responses to a design survey, with an accessible swing option leading the preferences among parents of children with disabilities. Sarah told the council a preferred surfacing vendor would require a revised 'not to exceed' authorization to be included in next week's legislation.
Separately, the senior center patio project would be funded largely with a $100,000 CDBG allocation inside a roughly $110,000 project; staff said the patio will include fencing, seating, handrails and options for shade and outdoor activities. Council asked for renderings and for staff to return with final contract awards after the solicitation.
Next steps: staff will advertise bids for the tennis courts and bundled park paving and will include the playground and senior center patio contract awards on the upcoming council agenda for formal approval.
