Homeowner says process felt subjective after administrative denial; cites nearby approval

Brad Conklin, the owner of 61 South Riverview Street, told the board he selected the colors from the citys preapproved palette, spoke with neighbors who supported the change, and was surprised an administrative approval was denied.
"I chose these preapproved colors," Conklin said. "I wouldn't have wasted my time." He said a property at 54 South High Street that is darker than his proposed colors had been approved in 2022 and asked why his application was treated differently. Staff replied that the 2022 approval occurred before the city adopted the current preapproved paint-colors document and that the 2022 decision helped motivate the adoption of a clearer palette.
Conklin also questioned why staff had asked for neighborhood contact documentation if the administrative approval was to be denied. Staff said neighborhood contact was not required, only requested to show whether neighbors had been consulted. The board acknowledged Conklins frustration and emphasized the boards role in applying guidance consistently.
