Architectural Review Board approves homeowners darker paint scheme at 61 South Riverview

The City of Dublin Architectural Review Board voted to approve a minor project review allowing the owner of 61 South Riverview Street to repaint the house in the proposed colors.
City staff had recommended approval with conditions, noting the house is a 0.13-acre, 1894 vernacular residence in the historic residential district and that the preapproved paint-colors document generally favors lighter early-era palettes. Staff said the applicants proposed scheme (body: tavern charcoal; trim/windows: tricorn black) would be preferable if the applicant selected an earlier-era color or sought an administrative-approval variant.
Homeowner Brad Conklin told the board he had chosen colors from the preapproved list and had consulted immediate neighbors, who supported the change. "I chose these preapproved colors," Conklin said. "Don't make them pre approved colors. That's just a waste of everyone's time if you're gonna do that." He told the board he was surprised his administrative approval was denied and pointed to a nearby 2022 approval as precedent.
After discussion, Board Member [Committee member] made a motion to approve the minor project review without conditions; another member seconded. The clerk recorded a roll-call vote: Doctor Stuckelty, Miss Suleiman and Miss Pat McDaniel voted yes; Mister Cotter and Mister Bridal voted no. The motion carried and the application was approved. The board did not stipulate additional conditions in its approval.
The board and staff agreed to follow up with clearer guidance to applicants on acceptable tonality ranges and to consider refining the preapproved color document to reduce ambiguity for homeowners and staff.
