PNZ seeks to protect historic downtown lots with neighborhood conservation designations

The committee said the change aims to keep single-family character intact and to avoid duplexes or mobile homes in the oldest blocks.
Councilors asked for map clarity because proposed colors and fine-grained demarcations made it difficult to read the overlay. PNZ agreed to produce clearer legend and mapped examples.
