Council members said they want to protect existing waterfront homes while creating opportunities for restaurants and small-scale commercial development near Cemetery Road and other bayou-front parcels. A council speaker suggested a zone that "allows restaurants, entertainment, and retail or a house," reflecting a desire to permit a mix of waterfront uses without displacing current homeowners.
PNZ members recommended drafting a focused Bayou commercial/residential zone rather than adding residential uses to all mixed-use districts citywide. "I don't like adding it because when you look at the mixed use, there's areas we don't need to have a res... There's a specific need for the bayou," one committee member said. PNZ proposed to prepare a draft zoning title with clear permitted uses and a map of suggested boundaries for council review.
Council asked staff to produce visuals and to research similar approaches used in other Texas river communities; PNZ agreed to return with a draft and suggested definitions.
