Planning commission approves home-occupation permit for Clearwater Aesthetics at 154 N. 500 E.

The Alpine City Planning Commission voted unanimously Sept. 2 to approve a conditional home-occupation permit for Clearwater Aesthetics, a proposed aesthetics business at 154 North 500 East.

Staff presented the application and said the business would operate from the owner's home, provide services such as waxing and nail treatments, host a maximum of one client at a time and expect roughly 10 clients per week. Ryan Robinson, city staff, told commissioners the application meets home-occupation standards but because it is a conditional use the commission could impose conditions to mitigate neighborhood impacts.

Commissioner John McKay moved to approve the permit with conditions; his motion, read into the record, included a limit of one client on the premises at a time, a prohibition on retail sales except incidental products related to the service, a requirement that parking be on-site rather than on-street, and hours of operation limited to 8:00 a.m. to 8:00 p.m. Commissioner Jeff Davis seconded the motion. Chair Alan McDonald called for a vote and the motion passed unanimously.

Commission discussion leading to the conditions focused on protecting nearby Creekside Park and managing possible queuing near a nearby school crossing; commissioners said the one-client-at-a-time limit and an explicit hours restriction reduced the risk of persistent curbside parking or large lines. The commission recorded no opposition to the permit at the meeting.

The approval is limited to the conditional-use permit terms described by the commission; staff will follow up with the applicant on compliance and on-site parking requirements.
