"The low spot is actually that your front door," one board member said, explaining that the house geometry drives the flooding risk.
Board members agreed to budget $20,000 as a possible mitigation step (adding a catch basin and piping) but repeatedly raised concerns about legal exposure if the district intervenes. A staff member suggested the homeowner could sign a release of liability if SPID performs work: "You could ask him to sign a release of liability," the staff member said. The board asked legal counsel to review the exposure and directed engineers to draft a factual paragraph explaining the design and limitations for a response to the homeowner's formal letter.
