A visiting developer asked the Stansbury Park Improvement District on April 29 to allow impact fees for Sunset Acres and Majestic View to be paid at lot closing rather than at the building-permit stage. He said recent UDOT direction and an upgraded pump-house specification raised construction costs and that allowing payment tied to lot closings — or a short post‑plat deadline — would help cash flow initial lot sales so work can continue.
Board members said SPID's standard policy is to collect impact fees at plat signing, noted a new higher water impact fee becomes effective June 18, and cautioned that any deviation could create a precedent for other developers. Several directors recommended having the development manager (Neil) present to review policy, but indicated support for a pragmatic interim approach: fees paid before June 18 would be under the old rate and staff should propose a time-limited payment schedule for the board to adopt.
"If we do what we do with all the other developers, it's the time of the signing of the plat," a director said; staff clarified the request could be handled administratively if it preserves equitable treatment of other projects.
