Board says state reviewers are favorable to lagoon-based wastewater upgrade

Manager Brett Palmer briefed the board that a vendor using lagoon-based treatment technology had submitted a design-study-level report to the state Division of Water Quality and that state reviewers were "favorable" to the approach. Palmer said the system treats phosphorus and ammonia using additional infrastructure around existing lagoons, avoiding a full mechanical plant for the district.
A district staff member confirmed the vendor prepared calculations and chemistry analyses and that the state treated the report as a preliminary engineering package, effectively giving a green light to proceed with the approach as the preferred alternative. Board members asked staff to continue advancing the design study and to follow up on outstanding technical details identified in the state review.
