District adopts updated impact-fee framework; analysis sets per‑ERC cap at $6,288

Fred, a consultant with LRB Public Finance, presented the board with an updated impact‑fee facilities plan and analysis and said the study identified roughly $11.8 million in capital projects that feed the fee calculation. “We averaged those two costs together to serve the demand — 2,152 ERCs — and that brought the total calculation fee on a per‑ERC basis,” Fred said, reporting a calculated ERC cost of $6,288.
Fred explained the process that must be followed for any fee change: notice intent, complete the facilities plan and fee analysis, certify the study, present to district staff, allow modifications, and hold a public hearing. He emphasized that, under state practice, an adopted increase is subject to a 90‑day wait period before becoming effective. The consultant also said that if the calculated fee were lower than the current fee it could be adopted and become effective immediately.
Board members opened the floor for public comment and several residents asked clarifying questions about what is included in the ERC calculation. Fred said the ERC is the demand metric, and that the $6,288 figure includes source, storage and distribution (existing and future) costs apportioned by proportionate share. The board moved to adopt the amended and updated water system impact‑fee facilities plan and accompanying impact‑fee analysis as Resolution No. 2025‑3 (the resolution text and certification steps remain part of the formal adoption process). The resolution was moved, seconded and the motion carried by voice vote.
