John briefed council on progress toward an annexation agreement with Bethel Township. He said both parties agreed on a core area (between 201/202 and south of 40) and that, as part of the understanding, Bethel agreed to remove the TIF from the annex property (identified as primarily CT2), petition the county to conform boundaries, and waive compensation payments otherwise owed under the Ohio Revised Code for the next 25 years for the defined area.
Staff framed the arrangement as providing Bethel some assurance about its future while allowing Huber Heights to pursue its vision for the annexed area. Council members expressed support for the moratorium-style approach and moved the item to be considered on Monday.
