CDC reviews FY2027 CIP updates, delays pavilion staining and sets July 28 public hearing

The Highland Village Community Development Corporation held a special meeting July 16 to review follow-up updates to the Facilities Development Capital Improvement Program and the FY2027 budget. Heather presented revisions that reallocated a leased work truck to the core 4B fund, noted an estimated $40,000 shortfall in FY2026 sales-tax receipts and projected FY2027 sales-tax receipts of about $1,830,000.
Heather told the board the pavilion staining at DoubleTree Ranch Park—the $23,000 item—covers staining of the pavilion trusses and will be deferred to fiscal 2028. She also presented supplemental requests including a pond diffuser and landscape renovations, and said the reclassification of some work as capital leaves the CDC with a projected net gain of roughly $58,000 and a year-end fund balance just over $3,000,000.
Board members discussed safety and prioritization for capital projects and confirmed next steps. Heather said the CDC will conduct a public hearing at the July 28 meeting to adopt the budget; the CDC will hold a short meeting immediately before council, and council will consider the FY2027 budget for final approval. "With that, is everybody okay with those supplementals to include that in the budget?" Heather asked; there was no objection.
