County Administrator Erica Lee Carter told the court the group would meet about six times a year and include representatives from county engineering, the Harris County Flood Control District and the Harris County Toll Road Authority to "ensure that communication is happening on a consistent basis." Commissioner Adrian Garcia said the group is meant to be action-oriented and not add unnecessary bureaucracy. "We want a central point of conversation and support," Garcia said. Commissioner Michael Ramsey cautioned against creating another layer of meetings but said he would support targeted, accountable gatherings of decision-makers.
The court amended the administrator's original proposal to emphasize the working group model and a revolving chair, then passed the motion. The court also clarified that work products and any directives would return to Commissioners Court for final decisions. The vote was 5-0 to approve creating the group and identifying the initial chair and reporting cadence.
