Board approves quitclaim conveyance of a tax parcel to City of Viroqua despite a $61,370 special assessment

The Board adopted Resolution 2023-81 to convey a County-owned parcel (Parcel #286-01718-0000, 321 S East Ave, Viroqua) to the City of Viroqua by quitclaim deed. Administrative Coordinator Cassie Hanan explained the parcel was acquired by gift and that the City has a special assessment lien of $61,370.66; the county will not pay that assessment and will write off delinquent property taxes before the conveyance.
The county's most recent assessed fair market value for the parcel was listed at $39,800 in the resolution text; because the special assessment exceeds that value the County determined the liens are unlikely to be satisfied by sale and agreed to transfer the property with the assessment attached. The motion carried with most voting in favor and Supervisor Henry opposed.
