County consultant says PILT revision nearing completion; earmark requests include fire equipment and water project support

Michael Tongour of TCH Group told the council that a revised Payments In Lieu of Taxes (PILT) application is approximately two-thirds complete and represents the county’s first PILT revision in about 20 years. Tongour said meetings in Washington included Senators and members of Congress who have expressed willingness to support a PILT adjustment; he said the application should be submitted within about six weeks.
Tongour also outlined earmark and grant requests: a $1.25 million request for Red Oak fire equipment, a $937,000 Stag Grant request for Red Oak under EPA programs, and a $3 million designation to partially complete a Barnwell County drinking-water project with an estimated local match near $600,000. Tongour indicated favorable meetings with appropriations members including Senator Lindsey Graham.
