Barnwell County Council Imposes Hiring Freeze Amid Budget Concerns

The council discussed that new positions, if approved later, should come in at the lower end of the pay scale.
Houston also instructed departments to limit purchases to necessary items only. The hiring restriction was framed as a temporary fiscal control while staff finalizes budget reappropriations and revenue options ahead of the second reading and an ordinance meeting proposed for May 14, 2026.
