The Vernon County Board adopted Resolution 2024-34 on July 25 to establish department-specific incentive-pay policies for emergencies.
Motioned by Supervisor Taylor and seconded by Supervisor Sullivan, the resolution creates a Highway Department Emergency Call-In Incentive Policy that makes non-exempt Highway Department employees eligible for time-and-a-half when called into work outside their scheduled shift for snow plowing or emergencies. The resolution also creates a Sheriff’s Office Emergency Shift Incentive Policy clarifying overtime and shift-incentive pay for Correctional Officers and Dispatch personnel under an alternate work period; the minutes reference section 7(k) of the Fair Labor Standards Act (FLSA) in describing an 84-hour overtime threshold within the work period for these employees.
Admin Coordinator Cassandra Hanan said these department-specific policies respond to concerns raised after the board clarified overtime pay rules and are intended to allow department heads to incentivize emergency work. The resolution was adopted on a voice vote; the minutes do not record dissenting votes.
