Motioned by Supervisor Eggen and seconded by Supervisor Lawler, the resolution was explained by Administrative Coordinator Cassandra Hanan, who said the revisions reflect the wage consultant’s recommendations and a new reporting requirement on turnover and reasons for employee departures. Chair Lorn Goede called the question and the board adopted the resolution on a voice vote.
The revised policy specifies procedures for position placement using external market rates, point factoring, compression considerations, and limits on hiring above Step 6 without higher approval. It outlines processes for promotion, demotion, transfers, pay grade evaluation requests, and maintenance of job descriptions and position control. The minutes include language that the pay-grade determination of the third-party consultant "shall be final" for certain evaluations.
