Council approves waiver to buy five Ford vehicles using Baltimore County contract for about $326,616

Council approved a waiver of competitive procurement under the City of Westminster code to piggyback on a competitively awarded Baltimore County contract (SCON-1003179) and purchase five replacement/new vehicles: one Ford Ranger, one Ford F-150, two Ford F-350 utility body pickups with snowplows and salt spreaders, and one Ford Explorer.
Director of Public Works Riddle Yoon told council the FY27 capital-improvement plan includes funding for these vehicle replacements and staff recommended authorizing the purchases via the existing contract. "The requested vehicles are available via an existing contract between Baltimore County, contract SCON-1003179, and the total cost of the units is $326,615.60 inclusive of all selected options," Riddle Yoon said.
During discussion a council member pointed out that $5,000 will need to be reallocated from the water fund and recorded via a future fiscal-year 2027 budget amendment to reflect which fund is paying for particular vehicles; staff described this as an internal allocation change driven by which department will primarily use each vehicle. Council members clarified that "piggybacking" means using another public agency's competitively awarded contract rather than a local direct award.
The council voted by voice to approve the waiver and authorize the purchases. Staff said the city's procurement code allows piggybacking when permissible under existing contracts and that the FY27 CIP had allocated for the replacements. The city will complete purchase orders consistent with the authorized contract and implement the planned fund reallocation during a later budget amendment.
