Pecan Street design award approved after debate; some members express reservations

The board considered awarding the design contract for the Pecan Street improvement project and ultimately approved a motion to award the work to a shortlisted firm despite reservations expressed by some members about the firm’s past performance on other projects.
During deliberations one member said, “I’m not a big fan of going with 0.5 an associates,” and another member said they planned to vote no because of unresolved issues with that firm’s prior work and mitigation. Vice Chair Morales moved to award the design to that firm and authorized staff to negotiate and execute the agreement; the motion carried on a recorded vote of three in favor, one opposed and one abstention. Board members who voted aye, nay and abstained were recorded in the roll call at the time of the vote.
