Eleknor (signal contractor) and city staff debated the reasons for an 18‑month schedule that should have been months, with Eleknor citing 20–24 week lead times for specialty signal mast arms and submittal/approval delays. City staff told the council that the contract allowed 75 days for lead times and that the contractor’s ordering and response timing contributed to the delay. Councilmembers asked staff to return with staff recommendations; staff said they will pursue final reconciliation and potential liquidated damages where applicable.
At Fritz Park, Microtech representatives Michael Gutierrez and Ricardo Gorto disputed the city’s claim that one restroom wall was structurally deficient. The contractor said most issues are aesthetic or isolated, while staff and the architect measured deviations they described as significant. Mayor Snyder directed staff to obtain independent third‑party measurements within a few days and to provide the council an answer by June 15. Patricia Davis said staff will prepare a reconciliation request and legal options if the parties cannot reach agreement.
