Council approves concept‑plan amendment for Barnett Center site, clearing way for multi‑building retail proposal

Planning staff presented an amendment to the Barnett Center East concept plan to reflect a replat and to allow three buildings on Lot 2R. Staff noted the change is a concept‑level amendment that requires later PD/site‑plan approvals to finalize dimensions, fire lanes and drainage obligations. The project team and property owner answered council questions about conceptual building widths, fire lanes and whether detention/pond features are part of the concept.

The council opened and closed the required public hearing with no speakers and then voted 6–0 to approve the ordinance on first reading. The applicant, who identified himself as a local business owner, said the proposal envisions retail uses—one building would host a fishing store with a demonstration area—and that specific site plan details will be provided in subsequent PD submissions.
