Commissioners approve constrained section on CR10 and order change for CR3; CR11 option pricing requested

Road and Bridge Engineer Jana Hennessy and HDR Engineering staff updated the commissioners Aug. 5 on several county road projects. The board approved a Constrained Roadway Section on CR10 from approximately Station 416+55 Lt to 419+50 Lt near Jake Estvold’s grain bins to reduce shoulder width and preserve a recoverable slope; the motion passed by roll call.
HDR engineers presented four options for addressing driveway concerns at Dale Brown’s property on CR11: (1) no change, (2) widen the approach, (3) reconstruct the approach to the pre-construction location, and (4) redesign and reconstruct a half-mile of CR11. The board expressed a preference for Option 3 and asked HDR to return with pricing for that option; the minutes note electrical service and vertical-curve impacts will factor into design and cost.
Separately, the board approved acquiring a change order to add an overlay on the Palermo Spur portion of the CR3 Reconstruction Project. "Moved by Comm. DeGroot, seconded by Comm. Olson, to approve proceeding with acquiring a change order for the CR3 Reconstruction Project for the overlay on Palermo Spur," the minutes record; the motion carried on a roll-call vote.
The board also discussed unannounced BNSF road closures at 96th Ave NW and 101st Ave NW; engineers explained that the county notifies LoadPass and Sheriff/911 when closures are known and the board requested adding Warren Bogert to closure notifications to improve local communication.
