Mountrail County expands public-safety retirement plan to include dispatch and EMS

Mountrail County commissioners voted to expand membership in the North Dakota Public Employees Retirement System (NDPERS) Public Safety Defined Benefit Retirement Plan to include eligible dispatch and emergency medical service (EMS) employees, effective August 1, 2025.
The motion, made by Commissioner Joan Hollekim and seconded by Commissioner John DeGroot, passed on a roll-call vote with Commissioners Trudy Ruland, Wayne Olson, Joan Hollekim, Jason Rice and John DeGroot voting yes. The board also affirmed that Mountrail County is formed pursuant to N.D.C.C. § 54-52-02.1, as part of the record for the expansion and implementation of HB 1419 (2025 legislative session). The action directs county administration to implement the change so eligible dispatch and EMS staff may enroll in the Public Safety Defined Benefit plan beginning August 1, 2025.
