Zoning board clears temporary glamping campground to support TRPL grand opening, sets conditions

The Billings County Zoning Board approved application 2026-07 allowing a temporary glamping campground of up to 50 tents on roughly 10 acres near Medora Campground for the Theodore Roosevelt Presidential Library grand opening (proposed June 18–July 13), subject to eight conditions including health inspections, lighting standards, DEQ licensing and proof of insurance.
The Billings County Zoning Board on March 19 approved a conditional use permit (application 2026-07) for a temporary glamping campground proposed by the Theodore Roosevelt Presidential Library Foundation on about 10 acres north of the Medora Campground (3370 Pool Dr). The foundation proposed the site to serve lodging needs for the Theodore Roosevelt Presidential Library grand opening; the application describes a one-month timeframe roughly June 18–July 13 and up to 50 canvas sleeping tents on wooden platforms, portable restrooms, handwashing stations, lounge and dining tents, and a reserved area for food trucks.
The board attached multiple conditions to the approval: (1) food services must be inspected and permitted by the SWDHU; (2) lighting must meet safety needs while complying with Dark Sky lighting requirements; (3) sewer service must receive necessary approval from SWDHU or ND DEQ; (4) county burn ban restrictions apply and fire pits are prohibited during a total burn ban; (5) tents must be numbered for emergency response; (6) applicant must obtain NDDOT permission for the approach if necessary; (7) applicant must be licensed as a campground by ND DEQ; and (8) the applicant must submit proof of liability insurance naming the TRMF, City of Medora, and Billings County as additional insured. The board approved the permit by unanimous vote.
