Billings County's Zoning Board approved application 2026-05 on March 19, rezoning the NW1/4NW1/4 of section 8-142-99 (1910 13th Ave SW) from Agriculture to Recreational to allow a two-site RV campground. The applicant, Bill Palanuk, proposed two RV campsites with electrical hookups and campground amenities and noted plans for an underground storm shelter/cellar.
The board's approval includes two explicit conditions: the permit is limited to two RV campsites and any expansion beyond two sites would require a new county zoning application and a licensed-campground application to the North Dakota Department of Environmental Quality; and a building permit is required for the storm shelter. The rezoning motion was moved and seconded during the meeting and passed by unanimous vote.
