Staff described a persistent erosion and irrigation-failure problem along the City Trail at FM2499 that has led to plant losses, repeated irrigation repairs and silt migration into a trail tunnel. Council authorized Resolution 2026-3242 to fund a professional engineering and landscape architecture study (Schoenberg/POLK Engineering SPI) at a cost of $26,600, to evaluate four options, provide probable-cost estimates and deliver conceptual landscape renderings for CDC and council review. "We need to do a study. We need to understand if anything has changed from the original drainage plan that was developed there in 2014," a staff presenter said, noting coordination with TxDOT and an intent to find a sustainable, low-maintenance solution.
Staff outlined that prior drip irrigation installations suffered repeated connection failures and wildlife damage, and that some localized riprap band-aids had worked. Council discussed phasing, potential scope and the possibility that remediation costs could be substantial; members agreed a study is a necessary first step to avoid repeating past failures. CDC and council support was unanimous and staff will bring back renderings and costed options through CDC for final recommendations.
