Council directs Park Board to advance visible public-art wraps as a pilot
Summary
Park staff and the Park Board recommended a low-cost public-art pilot using two vinyl "wrap" installations at Unity Park (about $1,500 each), funded from the city's art fund (current balance ~$7,800). Council asked staff to develop design parameters, work with schools and sponsors, and return with renderings and recommendations.

Park staff presented options from the public arts master plan and described the Park Board's recommendation to begin with two vinyl "wrap" installations as an initial, visible art program. Phil (Speaker 8) said the wrap option is "visible" and a low-cost way to create an immediate sense of place at Unity Park; he noted concrete benches and an art-hunt passport were also considered. "The wraps at 1,500 each — two wraps would be about three thousand dollars," he said, and added that the city's art fund balance was approximately $7,800.
Council discussed locations, vandalism resistance and school involvement; members suggested starting with a postcard-themed design for Unity Park and expanding to other sites if successful. Staff said Park Board will develop design parameters, solicit community and school participation, work with Lori's department on outreach, and return with three to four recommended designs and a proposed final budget for council approval.
