District attorney urges intake modernization and citation-to-court to reduce jail bookings

"Citation-to-court cases are not going into custody; they relieve pressure on JPC and free officers for patrol," Raine said, describing the narrow set of eligible low-level offenses and the potential to reduce officer time spent on arrests and booking.
The DA's office requested prosecutors and paralegals assigned to grand-jury/intake so discovery collection and charging decisions can happen earlier, and said the approach aims to cut the average misdemeanor from six court settings toward a goal near two. The office also asked commissioners to sustain grant-funded programs (victim services, anti-gang and other federal/state grants) that have become more expensive after countywide pay parity increases.
