County library warns of accreditation loss without restored collection funding; seeks staff stability

Harris County Public Library leadership told commissioners that restoring state accreditation requires returning to a consistent allocation for collection development and that doing so is necessary to preserve state grants and E‑rate subsidies that underpin connectivity and materials access.

Executive Director Edward Melton said the library did not meet Texas State Library and Archives Commission (TSLAC) criteria for allocating 15% of its operating budget to collection development and will be placed on provisional accreditation; the library has a three‑year window to restore the allocation. Melton said loss of accreditation would put at risk approximately $1.6M in TSLAC grant funding the system currently receives and could jeopardize access to E‑rate‑subsidized broadband (roughly $2.8M in connectivity support noted in the presentation).

Melton asked the court to target FY27 funding toward collection development and to consider re‑routing library‑generated passport revenue to help stabilize branch staffing and materials budgets. He said the system currently has about 30 vacancies and relies on philanthropy and federal grants for key outreach and ESL/citizenship efforts; the library also highlighted partnerships that expanded service (e.g., billboards, mobile outreach, and partnerships with community groups).

Next steps: Library leadership will return with a specific funding plan to restore the TSLAC allocation and with staffing proposals tied to branch service baselines and passport service revenue options.
