County staff told the Board that Jersey Valley stands apart from other PL-566 dams in Vernon County because it provides substantial recreational benefits and met NRCS27s cost-benefit threshold. "Jersey Valley is the only dam that was found to meet the cost benefit analysis of the $2 million dollar federal study," Wojahn said.
Wojahn provided a preliminary cost estimate for rebuilding: $18.6 million total, with the county27s share estimated at $465,000. He said the municipal dam grant program at the state level should cover some expenses and that the county27s in-kind staff time is anticipated to count toward part of the estimated county share. He cautioned, however, that these figures are estimates until engineering is complete and bids are accepted.
Staff stressed that even if Jersey Valley is rebuilt, other dams in the West Fork and Coon Creek watersheds are recommended for decommissioning under the preferred alternative, and that adopting the alternative would begin engineering, design and funding steps rather than finalize every detail immediately.
