City staff reported that a special-use permit (SUP) previously approved to allow a 7-Eleven at the corner of Mercury and Beltline expired because the applicant did not develop the site within the permitted timeframe. Staff said the developer has submitted a new application proposing a 7-Eleven with fueling and additional retail and that the city is reviewing the site plan; staff will bring a full site plan and recommendation back to the commission for formal review when the application is complete. "They did not develop in time, so that SUP had expired," staff said.
Commissioners asked about location and recusal procedures for members within a 500-foot notice buffer; staff clarified that commissioners who receive postcards within the 500-foot buffer must recuse. Staff said the new proposal will include gas operations and adjacent retail or restaurant uses and that a full site plan will be presented for detailed review.
