Councilmember discussion focused on timing and whether the project would have proceeded without the incentive; Roach said it likely would have proceeded but the incentive addressed a phase‑to‑phase impact‑fee discrepancy. Councilmember 12 moved to ratify the agreement and approve the resolution; the motion passed unanimously. The resolution authorizes the corporation president and legal counsel to approve nonmaterial conforming changes.
