Attorney Sean Fredricks reviewed the assessment district proceedings required by statute and presented related resolutions for Roseville Drain No. 19 Improvement Project No. 2026-01. Engineer Nathan Trosen then presented Moore Engineering's Engineer's Report, which analyzed hydraulics, required right-of-way, project mechanics and cost estimates, and explained a per-parcel benefit analysis using the North Dakota Water Resource Districts Association methodology.
After reviewing the report and proposed preliminary assessment list, the Board concurred with Moore Engineering's benefit analysis and unanimously adopted a Resolution of Necessity, a Resolution Approving the Engineer’s Report, and a Resolution Determining Benefitted Property and Setting the Hearing. The hearing is scheduled for Tuesday, March 31 at 8:30 a.m. at the Traill County WRD office.
