Council packet to include special-event beer permits and first reading of 2026 budget supplement (Ordinance 14-29)

Michelle (finance staff) outlined several event permits on the council agenda: Crow Creek and Crooked Brewing have requested permits to serve at the Dakota 50 and the Black Hills Fly In (Sept. 19) and Crow Peak Brewing asked to serve during motorcycle-rally activities. Staff noted multiple vendors can be authorized for the same event. "This is a supplement for our budgets for 2026," Michelle said of Ordinance 14-29, adding the goal is a net-zero impact overall except for cash used to pay off a bond (that cash is available via council's prior vote to use cash on hand).
Michelle said she will finalize numbers and include the ordinance in the packet on Friday; councilors had no substantive objections during the study session and were invited to ask questions before Monday's meeting.
