Willard City council approves Nov. 4 election canvass after audit confirms counts

Willard City staff reported that 521 ballots were cast in the Nov. 4, 2025 municipal general election and recommended the council approve the official canvass.

Michelle, who was introduced to present the canvass, told the council that five mail ballots were received after 8 p.m. on Nov. 4 and were not counted. She gave the election-night count as 404 ballots (27.84%) and a final counted total of 521 ballots (35.91%) after canvassing. "On November 4 was the general election, and there were 521 votes cast," Michelle said, noting the late mail ballots were sealed and filed with the municipal general election results.

Michelle described the audit procedures the county followed: 255 ballots and 88 voter signatures were randomly selected (per the lieutenant governor's random selection) and compared against the vote cast records and signature files; all checks matched. "The 255 ballots selected were compared with vote cast record in election wear, and all of the votes matched," she said. She also stated that "Willard City has followed all of the noticing and reporting required by Utah State Code." The presentation concluded with the staff recommendation that the canvass be approved.

The presiding official asked for a motion to approve the 2025 municipal general election canvass for Willard City. The motion was moved and seconded (the chair recorded the motion maker as Jake and the seconder as Mike). The chair conducted a roll call and recorded affirmative votes for Jake, Mike, Rex and Jordan and announced that the canvass motion carried. The approval formalizes the city's count and completes the canvass process.

The council did not record further action on the canvass; the meeting proceeded to a motion to close and adjournment.
