The committee reviewed the Compensation Classification Guideline (Appendix C). Members noted the policy content remains unchanged since the prior meeting and that a prior motion had been missed at a Board meeting. Committee member Shayne Machen moved and Eric Gustad seconded a motion to recommend rewriting the policy heading to reflect the title change to "Policy and Personnel Committee," make suggested clerical edits, and send the revised policy to the full Board. The motion passed unanimously: "Ayes: All; Nays: None; Motion Carried," according to the minutes.
Appendix C details the county's compensation framework: it uses a point-factor job evaluation, groups jobs into pay grades, applies step differentials (7.5% between steps) and grade differentials, provides for bi-annual step increases on anniversary dates, and directs annual pay-structure adjustments using the Consumer Price Index (CPI-U) and comparable-county surveys. The appendix also describes reclassification, promotion/transfer rules and red-circling treatment. Because the Personnel Committee recommended the heading change and clerical edits, the item will appear to the full Board for final approval.
